The National Council for Persons with Disabilities (NCPWD) is a State Corporation established in November, 2004 by an Act of Parliament (Persons with Disabilities Act 2003) with the mandate to formulate and implement policies that are geared towards mainstreaming persons with disabilities to the National economy.

 

To achieve this mandate, the Board seeks to fill the following positions which have fallen vacant

 

  1. Director/Chief Executive Officer – NCPD 1 – One (1)post

Job summary

Reporting to the Council Board, the Executive Director will provide visionary leadership through implementation of the Board’s decisions in a results oriented and timely manner to achieve the Corporation’s goal, objectives and agreed performance targets.

 

Core duties and Responsibilities

The successful candidate will:

  • Ensure that NCPWD has a long-range strategy which achieves its Mission, and towards which it makes consistent and timely progress.
  • Publicize the activities of the organization, its programs and goals.
  • See that the Board is kept fully informed on the condition of the NCPWD and all important factors influencing it
  • Responsible for the day today management of the Council affairs
  • Serving as the Secretary to the Council Board
  • Providing leadership and strategic direction in developing program, organizational and financial plans with the Board of Directors and staff, and carry out plans and policies authorized by the Board.
  • The accounting officer of the Council;
  • Serve as the link between the Board and the members of staff;
  • facilitating and recommending to the Board the long term strategies, business plans and annual operating budgets and establishing proper internal monitoring and control systems and procedures;
  • Implement and review the strategic plan to advance the organization’s vision, mission and objectives;
  • Ensure compliance and implementation of the Persons with Disabilities Act, 2003 and other national and international instruments relevant to Persons With Disabilities;
  • Collaborate with key local, international partners and other stakeholders to promote the rights and development of persons with disabilities;
  • Oversee the implementation of organization operational procedures, policies and standards;
  • Oversee operations of the Council including management of the Council assets including Human, Financial and other resources;
  • Ensure that annual systems Audit is conducted and recommendations addressed;
  • Ensure continuous improvement in the quality and value of services and products provided by the Council;
  • Fostering a corporate culture that promotes ethical practices and good corporate citizenship;
  • Acting as the principal spokesperson of the Council.
  • Developing, motivating, deploying and retaining talented staff of the Council through succession management, performance appraisal and personal development
  • Developing and strengthening local and international partnerships
  • Mobilizing of resources, deploying and effective utilization of the same
  • Undertaking any other duties as may be directed by the Board

 

Job requirements

The successful candidate shall be a Kenyan citizen with:

  • A Masters degree in any of the following fields; Strategic management, Social Sciences, political science, development studies, human rights, communication or other related to the job
  • Post graduate qualification in management will be an added advantage.
  • Atleast 10 years experience in organization management of public or private instututions
  • Strong leadership, team player and organisational skills
  • Knowledge of regional and international instruments relating to Persons with Disabilities and general human rights.
  • Experience in strategic planning and execution at a senior level.
  • Knowledge of performance contracting, negotiating and change management.
  • Good public relations skills.
  • Good communication and interpersonal skills.
  • Ability to motivate teams and simultaneously manage several projects.
  • A person of high integrity;
  • A strategic thinker.
  • Must meet the requirements of Chapter Six of the Constitution of Kenya, 2010

2. Chief Human Resource Management Officer NCPD 4 – one (1) post

 

Job summary

Reporting to the Deputy Director – Corporate Affairs, an officer at this level will be responsible for all Human Resource management functions which include recruitment, training and development, performance management employee grievance and disciplinary handling, counseling etc to ensure optimal contribution of HR to the organization.

 

Core duties and Responsibilities

  • Establishment and management of an efficient and effective, professional and sustainable Human Resource (HR) system;
  • Ensuring maintenance of personnel policies, rules, standards and procedures governing terms and conditions of service;
  • Advising on administration of the Career Progression Guidelines and progressions.
  • Planning, coordination and direction of Human resource services in the Council in such areas as recruitment and promotion, placement/deployment, staff training and development, employee relations, remuneration and staff welfare;
  • Providing advice to the Heads of departments and staff in all HR related issues
  • Ensuring new employees are properly inducted in the organization ensuring that accurate job descriptions are in place as well as providing assistance in writing JDs
  • Coordinating with the Management and HODs in ensuring the employee performance appraisals are scheduled and done
  • Monitor staff performance and attendance activities through monitoring attendance, staff absences and recommending solution to solve attendance difficulties.
  • Dealing with grievances and implementing disciplinary procedures
  • Managing and monitoring the processes of payroll while ensuring adherence to the statutory requirements
  • Ensuring that all employees and managers are aware of the HR policies and procedures and any periodic changes thereof
  • Ensuring that all required information and records relating to the employees are safely kept.
  • any other duties that may be assigned by the Deputy Director

 

Job Requirements

The successful candidate shall be a Kenyan citizen with:

 

  • Master’s degree in Human Resource Management/Personnel Management/Business Administration/Industrial Relations, Social Sciences or any other related and equivalent qualification from a recognized Institution;
  • A Bachelor’s Degree in any of the following fields: Human Resource Management/Personnel Management/Business Administration/Industrial Relations/Higher National Diploma in Human Resource Management;
  • Five (5) years of uninterrupted relevant experience, three (3) of which must be in a senior position;
  • Attended a Senior Management course lasting not less than four (4) weeks from a recognized Institution;
  • Member of the Institute of Human Resource Management (IHRM); and
  • Excellent oral, Written and presentation skills
  • Computer Application skills.

3.    Senior Supply Chain Management Officer           NCPD 5 – one (1) post

 

  • Job summary

Reporting to the Deputy Director – Corporate Affairs, an officer at this level shall be responsible for overall management of the Supply Chain department. The officer will be required to assist in planning for all the supplies needs of the Council and formulating supplies policies and guidelines.

 

Core Duties and responsibilities

  • Ensuring compliance with the Public Procurement and Disposal Act and Regulations
  • Maintaining database of approved sources of supply, and research into new and alternative sources;
  • Advising management on all matters regarding value for money on all procurements
  • Receiving all the tender applications and compiling them for the Tender Committee;
  • Conducting market research and advising on market forces; and any other duties that may be assigned from time to time.
  • Preparing Local Purchase Orders (LPOs); Cash/LPO procuring and proper storage;
  • stock-taking and disposal of unserviceable and obsolete stores;
  • Generating procurement reports; Scrutinizing all requisitions; identification of shortages and losses and making appropriate recommendations;

 

 

 

Job Requirements

  • The successful candidate shall be a Kenyan citizen with:
  • Five (5) years of uninterrupted service with at least three (3) years relevant experience in supply chain management at a senior management level
  • A Master’s degree in Supplies Chain Management or
  • A Masters degree in Economics/ Commerce /Business Administration or other relevant and equivalent qualification from a recognized Institution with a Postgraduate Diploma in Supplies Chain Management or equivalent Post Graduate diploma from a recognized Institution;
  • Membership to Kenya Institute of Supplies Management (KISM) or its equivalent
  • Computer Application skills.

CALL FOR NOMINATION OF KENYA’S REPRESENTATION ON COMMITTEE ON THE UNCRPD

In accordance with article 34, paragraph 13 of the convention, Kenya is required to nominate an expert representative in the committee of experts in consultation with DPOs.
In view of the above, DPOs and Individual experts are called upon to submit their expression of interest accompanied by a detailed CV of the nominee (Person).
Qualifications of a Committee Member:
The Convention provides that members of the Committee shall serve in their personal capacity. That means that they do not represent any government or other organization but act as independent experts. Members must also be of high moral standing and recognized competence and experience in the Convention. In their CVs, candidates should be advised to highlight their competence and experience on the rights of persons with disabilities.
The Committee has three principal functions. The first is the review of periodic reports on implementation and the constructive dialogue with States parties; the second is the receipt and examination of individual communications (complaints) under the Optional Protocol; and the third is the undertaking of inquiries in the case of reliable evidence of grave and systematic violations of the Convention (also under the Optional Protocol).
In addition, and in keeping with the practice of other treaty bodies, the Committee might decide to issue General Comments elaborating the meaning of the provisions of the Convention or cross-cutting themes and might hold Days of General Discussion with States, civil society, United Nations entities and other international organizations.
Committee members should be prepared at a minimum to attend Committee meetings in Geneva, possibly two or three times a year for three weeks each. Committee members are also required to prepare for sessions by reading States parties’ reports, as well as documents submitted by civil society and other organizations. In addition, under the Optional Protocol, Committee members will have to review individual communications (complaints) and may be required to undertake in-country inquiries.
Many Committee members also undertake tasks in the inter-session period such as the preparation of first drafts of General Comments, or attending meetings of meetings of human rights treaty bodies and meetings of Chairpersons of those bodies convened in Geneva.

TRAINING FOR YOUTHS, WOMEN AND PEOPLE LIVING WITH DISABILITIES ON ACCESS TO PUBLIC PROCUREMENT & DISPOSAL OPPORTUNITIES

Please find attached the circular on the presidential directive to award 30% of government procurement to persons with disabilities, women and youth. At the same time, the Public Procurement Oversight Author is planning to have regional training  for women youths, and Persons with Disabilities between in the months of February, March April and May 2014.

The Public Procurement Oversight Authority’s main mandate is to oversee the implementation of the Public Procurement & Disposal Act, 2005 and its attendant Regulations, which includes ensuring that Youth, Women and Persons Living with Disabilities access public procurement and disposal opportunities. CIRCULAR FOR RETIREMENT AGE FOR PUBLIC SERVANTS WITH DISABILITIES

Following petitions made by Public Servants to raise the retirement age of  Public Servants with disabilities, the Government considered to raise the retirement age to 65 years as stated on the attached Circular;

RESPONSE ON THE MEDIA REPORT APPEARING ON 28TH JULY 2012

The attention of the National Council for Persons with Disabilities(NCPWD) has been drawn to a media report appearing on The Standard Newspapers on the 28th July 2012 and (KTN) on 28th, 29th and 30th July, 2012.  It appears that there is not enough information in the public domain about the work of the Council.

While we appreciate the efforts of the particular media house to address issues of disability; we take great exception to the manner in which the media report was done.  We would like to note that the report highlighted the plight of a single category of disability in exclusion of all others.  We emphasize that the NCPWD is responsible for addressing issues of all Persons with Disabilities in Kenya without discrimination.

New Fund Application Forms and Guidelines!!!

New Fund Application Forms and Guidelines!

On  3rd June 2011 The Board of Trustees of the National Development Fund for Persons with Disabilities approved a new Application Handbook. The handbook contains guidelines on how the fund works and new forms to apply for assistive devices, education assistance, economic empowerment & revolving funds and infrastructure & equipment. It has been designed to help people with disabilities to understand the funding process and to apply to the Fund more easily.

New Reporting Forms!

The National Development Fund for Persons with Disabilities has introduced new reporting procedures. Anyone who has received money from the National Development Fund for education assistance, economic empowerment & revolving funds, or infrastructure & equipment is required to report at the end of each quarter. Please select the correct Reporting Form and return it to the Monitoring & Evaluation Department at address provided at the end of the form.

Sensitisation Workshops on New Handbooks

District Gender and Social Development Officers will be invited to a sensitization meeting in July or August to train you in the new monitoring and reporting procedures. National membership organizations will also be invited and asked to pass on the information to Persons with Disabilities.

New Mainstreaming Reporting Form

All public  organisations are encouraged to mainstream disability as per the Government of Kenya Performance Contract.

Call to all Government Ministries to submit data- Employment of Persons with Disabilities

The Ministry of Gender, Children and Social Development, in collaboration with the National Council for Persons with Disabilities is in the process of gathering data on the employment of persons with disabilities in the civil service.
